Those who need an Italian Certificate of No Criminal Records (Certificato del Casellario Giudiziale) and/or of Pending Charges (Certificato dei Carichi Pendenti) issued by the Italian Tribunals, must apply directly through the following website: Servizi online – Casellario Giudiziale.
The request can also be submitted by a third party if authorised formally by the applicant.
It should be noted that Certificates of No Criminal Records (Certificato del Casellario Giudiziale) and/or of Pending Charges (Certificato dei Carichi Pendenti) refer to two different articles of law respectively, i.e. to art. 24 and 25 of Presidential Decree 313/2002 (as amended by Legislative Decree 112/2018), both of which must be requested.
In order to be valid abroad, these certificates must also be legalized with Apostille by the competent Provincial Government (Prefettura) whose list can be found at the following link: Il portale delle Prefetture-UTG.
HOW TO REQUEST THE “CERTIFICATE OF NO CRIMINAL RECORDS” IN HONG KONG ISSUED BY THE HONG KONG AUTHORITIES
- IF YOU ARE A HONG KONG RESIDENT
Italian citizens or their foreign spouses residing in Hong Kong can obtain the “Certificate of No Criminal Conviction” only upon written request from the Consulate General of Italy.
The applicant must request the letter in person at our counters with his/her passport or HK ID card (need to book an appointment) and take it to the competent Police Department (Hong Kong Police Headquarters, Wanchai) where his fingerprints will be taken.

The Police Dept. generally replies within 3 weeks by sending the certificate directly to this Consulate General. The applicant will be informed and, upon collection of the document, they will be asked to pay the consular fee for the legalization and translation into Italian of the document (in cash, only Hong Kong dollars accepted).
- IF YOU ARE NOT A HONG KONG RESIDENT
If the Italian citizen or his foreign spouse do not reside in Hong Kong, they can request the “Certificate of No Criminal Record” directly through their Consulate / Embassy in the current country of residence, or through the competent Italian Police Dep.t (Questura).
