The Hong Kong authorities enforce particularly stringent regulations concerning electronic cigarettes, heated tobacco products, herbal cigarettes and, more generally, all “Alternative Smoking Products” (ASPs), including those intended for personal use. The importation of such products in any form is prohibited, including devices, refills, liquids and components, even when carried in personal luggage. The sole exception applies to passengers in transit who do not pass through immigration controls.
Local legislation further prohibits the sale, manufacture, promotion and possession of ASPs for commercial purposes. With effect from 30 April 2026, the possession of ASPs in any public place will also be prohibited, irrespective of whether the products are in use. Breaches of the relevant legislation may result in substantial financial penalties and custodial sentences.
Italian nationals travelling to Hong Kong are therefore advised to verify carefully that they are not carrying any ASPs, in order to avoid criminal or administrative sanctions.
