UPDATE ON THE ENTRY RULES IN ITALY

On 07 October 2020 the Council of Ministers approved the extension of the state of emergency on the national territory until 30 July 2021 as a result of the health risk associated with the new coronavirus SARS-CoV-2 and the associated pathology, COVID- 19.

The rules for entry into Italy are periodically reviewed based on the global trend of the pandemic.

We inform you that on 16 May 2021, a new Ordinance of the Ministry of Health was published, in force starting from 16 May 2021.

There may still be limitations for specific areas of the national territory or specific limitations in relation to the origin from specific states and foreign territories.

Individual Regions may impose specific obligations on those coming from some foreign States or territories. Before leaving to return to Italy, it is recommended to check any additional provisions in force in the destination Regions by contacting them directly or by visiting their respective websites (click here).

 

1) ITALIAN CITIZENS AND EU CITIZENS COMING FROM HONG KONG AND MACAU

Italian and European Union citizens and their cohabiting family members who have stayed in Hong Kong or Macao in the 14 days prior to their entry into Italy will be able to enter Italy justifying the reason for travelling, and will have to undergo health surveillance and self-isolation. Please refer to Art. 6 of the Prime Minister's Decree of 3rd December 2020 and Art. 49 of the Prime Minister's Decree of 2 March 2021 for detailed information on the list of reasons. An informative questionnaire based on current legislation in Italy is also available. Please note that this simulator has no legal value and the result obtained does not guarantee entry into Italy or the country of destination.

For those arriving in Italy from List E countries (including Hong Kong and Macao), the following is expected:

  • The obligation to present the negative result of the molecular or antigenic swab carried out in the 72 hours prior to entry into Italy to the carrier at the time of embarkation;
     
  • The obligation to observe a 10-day home quarantine period, and to undergo a molecular or antigenic swab at the end of this period;
     
  • The obligation to fill out the digital Passenger Locator Form (dPLF) which, since 24 May 2021, has replaced the self-declaration previously in use. The printed out version of the new dPLF can be shown only if the digital form is not available due to technical impediments.
     
  • You can reach your final destination in Italy only by private vehicle (airport transit is allowed, without leaving the dedicated areas of the airport).

Before their arrival in Italy/EU Countries, Italian and EU citizens must fill in the digital Passenger Locator Form (dPLF) which will include information on the means of transport as well as on the place of self-isolation. Upon arrival in Italy, it is in any case compulsory to contact the local Health Authorities (ASL). Please refer to the provisions in force in the Countries of transit for specific information on required COVID tests, quarantine and current updates.

2) CITIZENS OF THE PEOPLE’S REPUBLIC OF CHINA AND OF OTHER COUNTRIES LIVING IN HONG KONG AND MACAU

The citizens of the People’s Republic of China and of other foreign Countries living in Hong Kong and Macau can enter Italy only for specific reasons, namely: work, health reasons, study, absolute necessity, return home to their place of residence or to reach a citizen living in Italy with whom they have a proven affective relationship.

The holders of valid residence permits are allowed to return to Italy. Entry for tourism is not allowed.

Upon their arrival in Italy, the citizens of the PRC and of other foreign countries living in Hong Kong and Macau entering Italy for one of the valid reasons stated above, will have to hand in the self-declaration form in which they indicate the reason for their entry (supported by valid documents) and the place in which they will spend the self-isolation period. Furthermore, they will have to contact the local health authorities to communicate their arrival. In order to reach their final destination they will be allowed to use a private means of transportation. Public transportation is not allowed. Airport transit is allowed but without leaving the airport. We suggest you to check the provisions in force in the Countries in which you stop. 

 

3) CITIZENS NOT FALLING INTO CATEGORIES 1 OR 2 OR COMING FROM OTHER COUNTRIES

EXCEPTIONS TO THE SELF-QUARANTINE ISOLATION

Among the exceptions, anyone (any nationality) may enter Italy for a period not exceeding 120 hours for proven work, health or urgency reasons, with the obligation, at the end of said term, to leave Italy or start a period of self-isolation. The exceptions to the mandatory self-isolation and supervision by the competent health authorities apply also to persons entering the country for reasons that cannot be postponed, including their participation in international sports events or trade fairs, subject to prior authorisation by the Ministry of Health and subject to the obligation to present to the carrier on boarding, or to any other competent authority, a declaration to the effect that they have taken a molecular or antigen swab test, with a negative result, within 72 hours before entering Italy. However, this possibility must always be checked with the local health authorities of the Region where you will be staying.
